Biographical / Historical

Patsy Kinsey, a native Charlottean, is an American politician who served as the Mayor of Charlotte from July 1, 2013 to December 2, 2013, after being elected to the position by the Council. She completed the mayoral term of Anthony Foxx, who was appointed Secretary of Transportation in the Obama administration in 2013. Foxx served as Mayor of Charlotte from December 7, 2009 until his resignation on July 1, 2013, still in his term of office. He recommended Kinsey to fill his Mayoral term. After serving as mayor, Kinsey chose to run for her City Council seat rather than for a full term as Mayor, and was re-elected to the Charlotte City Council from December 2, 2013 to December 4, 2017. She was succeeded as Mayor by Patrick D. Cannon, who served from December 2, 2013 to March 26, 2014.

Prior to becoming mayor, Kinsey served as member of the Charlotte City Council from 2003 until she was elected to fill Mayor Fox's term in 2013. Previously, Kinsey served as a Mecklenburg County Commissioner from 1990 to 1994. She is a member of the Democratic party.
