Biographical / Historical

The North Carolina Fund was a statewide antipoverty program that operated from 1963 to 1968. The director, George Esser, described it as "a quest for new ways to enable the poor to become productive citizens, to encourage self-reliance and to foster institutional, political, economic, and social change designed to strengthen the functioning of democratic society." During the years of its operation, the Fund received and spent $13 million as it supported education, community action, manpower development, research and planning, training and leadership development in its effort to fight poverty.

The Fund sponsored programs like Manpower Improvement through Community Effort, which established field offices in eastern North Carolina to assist unemployed workers and their families using local resources. It also sponsored a summer volunteer project for college students as well as curriculum development and internship programs at universities throughout the state. Even after the Fund's 5 year term expired, some of the programs it sponsored continued on, such as the Learning Institute of North Carolina, the Foundation for Community Development and the Low-Income Housing Development Corporation.
