Scope and Contents

The University Governance Committee Records contain the records of the Faculty Constitution Committee and its successor Committee on University Governance. It consists of the materials from three loose-leaf notebooks compiled by Newton H. Barnette, chairman of the committee. Materials were removed from the notebooks and placed in folders during archival processing.

Notebook I contained the records of the Faculty Constitution Committee, minutes and memos from the University Governance Committee, duplication of some reports in notebook III, and the final draft of the proposed constitution.

Notebook II contained the working papers of Chairman Barnette divided by subject matter and included organizational materials and diagrams, models of governance, correspondence with the consultant, Dr. Otis Singletary, minutes of the steering sub-committee, and minutes and notes from the University Governance Committee. Materials are arranged chronologically within subject headings.

Notebook III contained the sub-committee and task force reports, proposed drafts of the UNC Charlotte constitution, memos, and the final draft of the constitution dated April 3, 1970.

Administrative History

Chancellor Dean W. Colvard appointed the Faculty Constitution Committee in February 1968 to study the form of the faculty constitution and bylaws. (The membership of this committee and a report of its activities can be found in reference (1) listed at the end of the files from notebook III.) The committee met from February to November 1968 and concluded that it should be reconstituted and enlarged to include students and members of the administrative staff. The committee also suggested that the charge of the new committee be made more comprehensive.

In January 1969, the new Committee on University Governance held its first meeting and elected officers. The committee consisted of nine faculty members, nine students, and two persons appointed by the Chancellor from the administration. There were four sub-committees: steering, consultants, resource materials, and problems of interim governance. In addition to the sub-committees, three task forces were appointed to give leadership in three concomitant phases of study.

The final draft of the university constitution was completed in the spring of 1970 and was approved by the faculty and student body. The principal governing body was designated the University Senate, with elected faculty and student representatives and administrative staff appointed by the Chancellor.
